This is an example of surface tension. Surface tension means that there is a skin on the surface of water where water molecules on held on tightly. This can be tight enough to have the paper clip supported. In this process, the paper clip is not floating. Instead, it is surface tension that has it floating. Some insects use surface tension to walk on the surface of the water.
